Strategic Environmental Assessment (SEA) provides a process for identifying and assessing the likely effects on the environment of a policy, plan, or programme prepared by public authorities. It covers land-use plans and programmes, as well as those developed in agriculture, fisheries, forestry, energy, industry, transport, telecommunications and tourism sectors. The SEA should ensure potential adverse effects are avoided, reduced or minimised, with a view to promoting sustainable development. Consultation and public participation are integral to the process.
