CPRE submits evidence to Lords Committee on new towns

CPRE has submitted evidence to the House of Lords Built Environment Committee as part of its ongoing inquiry into the delivery and impact of new towns. We called for a clear definition of genuinely affordable housing, a brownfield-first approach, strong environmental protections, meaningful public engagement, and high-quality, plan-led design for any new towns or urban extensions.

CPRE’s planning policy manager, Lizzie Bundred Woodward, who was a member of the expert panel, said:

‘While we recognise that well-planned new towns could help tackle the rural housing crisis, it’s vital that the government first addresses the misleading definition of ‘affordable housing’. Too often, homes classed as ‘affordable’ are still out of reach for people on lower incomes or those relying on housing benefit. We are calling for a clear, statutory definition of affordability that ensures homes are genuinely accessible to those in need.

‘New towns and urban extensions must be plan-led and democratically accountable. They should be guided by the forthcoming Land Use Framework and future Spatial Development Strategies, which must take account of natural assets and ensure proper protections for wildlife and green spaces. Green space must be planned in from the start, not just offset, so that communities can enjoy nature and recreation close to home.

‘Public engagement must be meaningful and inclusive, going beyond consultations with already engaged groups. This will help reduce opposition and lead to better outcomes for local communities.

‘Finally, new developments must be held to high standards of design. Public trust in new builds is low, and that must change. National and local design codes should be given more weight in planning decisions to ensure high-quality, sustainable and attractive places to live.’
