Invitation to Tender – Brownfield Economic Gaps Research

CPRE, the countryside charity, is looking to commission research to understand the economic benefits of brownfield development. This follows on from and has been informed by work undertaken by the University of West of England, on behalf of CPRE, to understand the gaps in existing literature around the benefits of brownfield development in economic terms. Currently, there is sufficient evidence to support the social and environmental benefits of brownfield development, but there is limited information and research around the economic benefits. There is also limited information around the economic dis-benefits of green field development.

We would like to address this gap in order to demonstrate the need for mandatory brownfield registers and targets.

The deadline for expressions of interest is Thursday 26 June 2025. We expect the research to be published towards the end of the summer.

The budget for this research is £27,000 inclusive of expenses and VAT.

For further information, you can find the full brief here, and the literature review here. Any questions about the tender or literature review should be sent to the CPRE policy inbox at policy@cpre.org.uk

Submissions should be sent to policy@cpre.org.uk by 23:59 on the 26th June with ‘TENDER: Brownfield Research’ as the subject line.
