Litter on land

This guide helps you identify who is responsible for litter on land. It covers highways and roads, beaches and other relevant land including railways, parks, educational institutions and private land.

Section 89(1) of the EPA places a duty on various bodies to make sure their land is kept clear of litter and refuse. In general, land owners are responsible. These include local councils for public land, other statutory bodies and institutions such as ports, train operators, schools and universities for their land and so on.
