There is an extensive national legal framework in the United Kingdom to deal with littering. However, it is unclear how consistently the law is applied and whether the law provides its enforcers with a useable and proportionate framework.

This report considers what falls within the scope of ‘litter’ for legislative purposes, whose responsibility it is to clear litter; and what measures are available to address the problem of litter for local authorities and for other relevant bodies and individuals.
